She is tied to a post in town and if you ask her about the horn, you can learn that Benweth uses horns as an alarm. Once you arrive in the fort, go speak to Sceydwin. Attacking the fort is only recommended if you are doing this quest a bit later in the game, and have had time to build up the power of your boat. You can sneak in to the fort if you have a Principi Flag, you can row in on a skiff at night or try attacking the fort. When you arrive at the fort (which is marked on your map), you are given 3 options. It's a pirate's haven, located to the south-west portion of the Deadfire region.
After learning about Benweth, the man who sunk your boat the first time, you will also learn that he is expected to dock at Fort Deadlight.
